Because they cost us nothing to run. Resizing and converting an image is work a browser can do on its own, so your file never travels anywhere, there is no server bill per image, and so there is nothing to meter. No account, no watermark, no queue, no daily cap.
It is also the safer arrangement for you. Most converters on the web take your photograph, upload it, process it on a machine you cannot see and trust you not to ask how long they keep it. These do not, because they cannot: the file stays on your device.
Reading the picture. Working out that a photograph shows a lioness on a sand road, and writing that into the filename and the alt text, needs a model, and a model costs money per image.
